Where do they get the data for these? Is it manually inputted (yuck)?

Stick the ship tokens in a scanner. Open Adobe Illustrator. Prosper.

I have neither Illustrator nor a scanner, been working with measuring tape and a protractor \o/

Not sure I can help you then. The arcs are scanned, then used in layered image files.
