If I have 1 or more black anti-squadron dice, and I have say 3 enemy squadrons range and arc of my anti-squadron. Can I re roll the dice against each enemy squadron?

I ask as it say attacking, and not during a single attack.

Each attack against a squadron is its own individual attack and so Ordnance Experts works on each of them. This makes Raider-Is extremely deadly against squadron clouds at short range.

Indeed. "While attacking" basically means "Once per attack, during the resolution of that attack".
