3. You are forgetting the "Golden Rule" that card text overrides rules in the rulebook. Vader can indeed attack twice using 'Brutality'. There is a separate rule that states that a deployment card can use only one of its actions to attack per activation - so Vader can only use Brutality that turn - no extra attack.
4. Same rule - no. Not in skirmish.
5. Yes - since IG88 has 'Assault' he can attack multiple times.

There's actually no rule that says this, you're probably thinking of the rule that non-heroes can only use one of their actions to attack. Even though brutality is two attacks, it still only counts as one or Vaders actions, so it doesn't violate the rule. What you cannot do is preform a normal attack and then perform a special action like brutality or pounce that includes an attack, because you already performed an action this turn that includes an attack.

Actually, there is one spot in the RRG where it says exactly that, and that's where the "single-attack rule" got started from:
"Rebel Allies", RRG, Page 5:
Rebel allies can perform only one attack each activation, and follow all other rules for non-hero figures.
Whereas elsewhere in the RRG and SG it states:
A figure that has a Deployment card can use only one of its actions to attack per activation.
Here you can see the subtle difference. Even I was calling it the "single attack rule" (as I am primarily a Campaign player), where it should actually be called the "single attack action rule". I am guessing that the rule was originally "one attack per activation" but prior to release got changed to "one attack action", but page 5 didn't get the rule updated.
Well actually you can attack and then pounce as pounce states you MAY perform an attack. You could not use that may so pounce would just be jumping but it is possible.

Unless he's damaged since he gets what ammounts to assault in that case.

If we're going pedantry then figures=/=rebel allies. Aside from that it's probably not a good idea to call things that are probably typos rules.
@Norgrath, I was pointing out an inconstancy in the current rule book which leads to confusion, while expanding on the fact that even I made mistakes in my nomenclature concerning the exact rule, while at the same time lending my support to the correct answer in question. (In this case, "attack twice" means "performing multiple actions that include an attack, or are the attack action").
Call me out on pedantry? Fine. For the record, pedantry is a good thing, and you all benefit from my excessive attention to rules. And you're right, it's not a good idea to call things that are probably typos, it is a GREAT thing. Gets people thinking, gets FFG to make FAQ and updates to streamline the ruleset and prevent further confusion.

How you come to the conclusion that "Figures=/=Rebel Allies" (beyond the obvious and incorrect "they're not figures if they are represented by tokens") evades my logic.

*Groan* I specifically put it that way so people wouldn't make this mistake.
Rebel allies are figures but figures are not, in general, rebel allies (and in skirmish (which is where the rule was being discussed) they're necessarily not).
By RAW (which I don't think in this case is RAI hence my feeling that bringing it up here isn't useful): Rebel allies in the campaign cannot perform multiple attacks in the same activation but most figures, including those in skirmish, can as long as no more than one of them involves spending an action.
I'm only calling out your pedantry because it's mistaken, I accept that it can be useful.
I'm honestly a bit tilted by claims of excessive attention to the rules in reference to a context where twice in recent memory you've quoted a rule and claimed that it said something it didn't.
