In other words, no.

The Original rules laid out the steps for the Planning Phase, Activation Phase, Combat Phase and End Phase in order and in detail.
The new Rules Reference doesn't get around to describing what happens in the Planning Phase until the page 15 of the booklet and does so in considerably less detail - a full 11 pages after the steps for the activation phase have been detailed (really not sure what the rationale was behind this

Regardless of that, nothing has changed - maneuvers are still selected during the planning phase and may not be changed outside that phase unless an upgrade card explicitly permits it (see Stay On Target, Boba Fett (Imperial version), and Navigator).
As the timing of Intelligence Agent is stated as "At the start of the Activation Phase" which is past the timing window for selecting your maneuver during the Planning Phase - and says nothing about being able to change your maneuver - it should be clear that the card does not allow you to change your maneuver.

I belive the rationale is that the RRG has every thing in alphabetical order ![]()

Short answer is no. But it does allow you to know where he's going so you can decide if you want to boost or barrel roll to get him into your firing arc or get out of his.

IA is great with Boost, Barrel-Roll, Decloak, Navigator, Stay on Target, Daredevil, SLAM, Juno Eclipse, &c&c.
It is also great when planning actions on a ship of low pilot skill, even if its not repositional. Knowing where someone will land will tell you whether they land in your sights, or whether you've landed in theirs.
