If i have a high PS pilot that has tactician and i attack a lower PS pilot (at range 2) does that ship suffer the stress effects on that same turn?
Tactician stress resolve timing.
If the enemy ship is able to get a free action it will not be able to use it. Other than that the enemy ship will not suffer the effect of the stress until the next round unless it clears it, unless it has some ability it can't do if stressed.

whisper gets stressed
and so it won't re-cloak using adv cloaking device.

With initiative a PS9 stresses PS9 whisper, and it shoots next, and doesn't cloak
yeah that was one of the reasons I was trying to fit a high PS stress inducer on my list.. Kind of got owned by whisper in a friendly match last week..lol I also flew rather poorly and predictable as well which didn't help!! whisper got in a few range one shots!!
Want to ruin whisper's day?
Take Deci with rebel captive, the phantom gets a stress at declare target step, so it won't re-cloak.
If you're a rebel, the stresshog is your answer, the whisper gets 2 stresses and so he won't even de-cloak.

and without his free focus and evades, the green dice will fail him.

That won't work as the de-cloak is not an action, hence may be also performed when Phantom is stressed.
