Maimed: You must discard a card to move from one location to another (you must discard two cards to move between ships).

Political Aide: Whenever you draw a Crisis card that says "President Chooses" on your turn, you may choose instead.

Ruthless Agenda: Once per game, after all skill cards have been put into a skill check and before they are added, you may forgo adding the cards and choose the result of the check. This ability may not be used on Crisis cards.

Heartless: If you share your location with another character at the start of your turn, randomly discard one skill card immediately.

Interesting, though I don't think DRADIS Specialist is good enough. It would only ever apply in those cases where there is a tie, which just doesn't come up often IMX, unless the players have engineered it. Perhaps an ability to lower the number of non-basestar ships that appear in a crisis he draws. Perhaps -1 raider (heavy or light, cannot be Scar). Or maybe one less civilian ship gets placed from his crisises.
