Minefields - ship setup in distance 1 possible?

A questions about the Minefields objective: the card text says that a mine explodes when ship ends its movement at distance 1.

So, does that mean that I could deploy a ship during setup in distance 1 of a mine token without triggering the explosion?

Or where could/should I deploy my ships as the 1st player if the 2nd player blocks a large part of my deployment zone with obstacles and mines?

You can deploy anywhere in the deployment zone (even on an obstacle) without triggering the mines. As you said, the mines only trigger "If a ship ends its movement at distance 1 of an objective token", and deployment is not movement.

One tip is to deploy to one side and try to maneuver around the mines. It's obviously much easier if you are vicious, criminal terrorists, rather than loyal sons of the glorious Empire - but in poor superiority we can just plan out a turn 2 repair command. ;)
