If oicunn is touching another ship and then on the next turn does a 1 bank which will not pass it, does that trigger his ability even if he doesn't move? I would say yes but not 100%

Page 19 of the Rules Reference

Two ships are touching if one ship overlapped the other ship while executing a maneuver and their bases are touching as a result. A ship cannot attack another ship that it is touching.

If two ships are touching, they remain touching until one of the ships moves (executes a maneuver, decloaks, or performs an action) in a way that results in their bases no longer being in physical contact.

So if you can't move past it during your maneuver, then it's an overlap and you're touching again and his ability will trigger again.

Sorry to hijack but say I crash into somone and I have apl. That doesn't trigger but if they cannot clear my ship or have to backtrack untill they are touching. Does this trigger apl? As they have finished their move contacting my base?

Yes. If, after backtracking along the template, their movement ended with them overlapping your base, then APL will trigger.
