No, you cannot.use any surges if an X is rolled. Rulebook, page 12, in section "2. Roll Dice"...
FYI- "results" = the stuff shown on the dice.
That is, if the attack is determined to be a miss, the other hearts, surges, and range can't do anything. The attack is concluded without performing a surge spending or damage dealing step. Other abilities that trigger off of attacks occurring but unrelated to the results, "after performing an attack" etc are not results. So, the "shield of zorek's favor" will activate if you attack a LT, even if you miss.

By the way if I'm not wrong you have two ways to have a miss :
- Fisrt one the X on the blue die, evident!
- Second one not enough range to reach the target,(even after using surges) !
In both cases you can't use the results of any dice (blue or other), for nothing : it's a miss!
On all other cases you can use the surges, no matter if you deal damage or not !
you can for example use one surge to recover one fatigue even if the target cancelled all your damages with his defense!
Of course your can also use them on poison, or other conditions... but with no effect because they activate only if at least one damage was really done.
but for all others surge powers (ok they are not so many! ;-) ) you can use them even with no damage done !
Yes. Put simply, dealing zero damage IS NOT a miss, so surges can be spent as normal.
Remember aswell that there are many other ways to make an attack to miss, like the Shadow of a Shadow Dragon, or the Spiritspeaker's Cloud of Mist. If anything involves a miss, it is a miss , there's no way around, and there's nothing you can do with your dice (except making it not miss, of course).
