the Hero may not be deployed ."

Is this true if your hero is a commander? Is he a Lore Master?

I vaguely remember that a question from the base rules when determining how many lore tokens and starting cards you received at the start of a scenario, which was based on the highest level Lore Master on your council, excluded the level of your commander.

Hi Dean

If you want to deploy your Hero Commander figure onto the battlefield, you must have at least 1 level on the Commander's spot on your War Council.
