I use inkscape, since it's both free and as good as photoshop for basic things. Here's a sample:

If you're generating artwork though, you really get what you pay for.

You will want to google x wing miniatures ships font and install it so you can get all the icons to type as text, much easier than finding the symbols and copying them lol.
