Hello, my question is, since the attacker modifies the the defenders dice first, can the attacker use crack shot after the defender modifies their own dice result?

Crack Shot is used during the compare results step, after both sides get to roll and modify.

And, just to hit on dice rules, modifying can happen multiple times, it is only rerolling that is allowed only once.
