It's not clear to me what question you're seeking an answer for. Maybe it would be a good idea for you to post the question you sent FFG and the response you got from Frank.
Situation A: Primary weapon attack, you measure the closest points of bases between two ships, but you have to consider the arc (hence you may target not the "closest point of the enemy ships base" because that one is out of arc).
Situation B: Turret weapon attack that allows you to fire out of arc. What happens if an enemy ship is partially in arc and partially not in arc in the understanding that the closest point of the enemy ships base is out of arc?
I think that darkevans would like to understand if in Situation B cards like Autothrusters are triggered. I think yes, because for the turret weapon you have to ignore the arc in terms of targeting and you never chose which point you would like to "hit" (that way you could potentially ignore obstacles or trigger Tactician, etc.).

How would this work in regards to tactician and Autothrusters. His answer was they would both trigger. Tactician requires the target to be at range 2, and any part of that ship to be in arc at range two. Autothrusters would also trigger because the closest to closest is out of arc therefore the attack is being made out of arc.

Without seeing the actual response, I can't comment on why franks answer gives you that impression, but...
Determining range and determining whether you are in arc are 2 entirely separate things. If any part of the target is inside the attackers arc, the attack is in arc. Period. End of determination. Then you measure range, if the attacker is using a turret you measure closest point to closest point, if the attack isn't a turret you measure closest point to closest point inside the attackers arc. That is the range.
Note that a ships firing arc does not end at the end of range 3, it extends out infinitely.
It might be worth posting the email you got from Frank, just so we can be sure that it's consistent with what we've seen in the past. But based on what we've seen before:

That's not quite accurate. It's true that turret attacks have to take the closest-to-closest point as their line of attack, and can't choose to take an in-arc shot on that target instead. This is important if you have a YT-2400 with an HLC and Outrider title - that ship can't fire at a target if the closest line is Range 1, even if the in-arc measurement is Range 2.
But that isn't important for determining whether in-arc/out-of-arc effects trigger. Those effects only care whether the defender is in the attacker's firing arc, not whether the line of attack is inside or outside the attacker's arc.
But if any part of the ship is in arc then you could trigger other effects which require your ship to be in arc such as tactician and outmaneuver.
So this is correct, but Autothrusters depends on the same firing arc check as the other examples you mention.
Forgottenlore has it. Checking firing arc and checking range are two different operations.
