You are going to need ion+stress support or you will hardly find your target in range 1-2 within Rhymer's arc.

Meaning you need to build the rest of the list around this:

Delta + Ion Cannon: 33

Delta + Flechette: 32

Try it and then come back and tell us how easy peasy it is to trigger this off.
