The tables you see actually predate the titles. FFG never actually updated them to include choosing titles, probably because you do not always have titles (even in a Melee game; players may choose not to use them).
Also, keep an eye on the terminology here. Selecting titles is not a player action; it is a process that must happen in order for the game to progress. So it is a framework event, not a player action window (which would imply that players could do things other than titles).
Titles are chosen after the First Player is determined (since he/she gets first choice) and before any plots are resolved. So if you really need to find a place for it in the charts, it would come between framework event #3 (High initiative player appoints "First Player") and framework event #4 ("When revealed" plot effects resolve...).
