My question is how a PS7, 16 HP, 0 agility, large ship costing ~60 points expects to survive in a TLT and ace-heavy meta.
This guy gets it. This ship is utterly DOA in this Meta.
I also have that feeling, but I wouldn't write it off, yet. It is hard to judge the flexibilty the Phantom brings to that ship. It looks like it has a pretty good dial and it has the ability to combo TLT and Tactician, making it a pretty nice ace hunter (or at least threatener) if there also is room for a Stresshog in that list (Hera might in fact not be the best VCX pilot, maybe she is better off on the Phantom, might even have an EPT there, makes the whole deal slightly cheaper) then the list at least has some place in a TLT light enviroment.
Lets also make a calculation for quad TLT. The Ghost can take one round of fire guaranteed. If it takes the evade action it is not unlikely to cancel 1 of 8 shots, which brings us to 9 hp, which prolongs our life to 3 shots at 1-2 hp. In these 3 shots the Ghost with its 4 dice primary and supporting squad, the Phantom being deployed for most of the game, since you want to put out maximum damage, is likely to remove at least one TLT Y-Wing, if not two. It is an uphill battle, but not impossible. This quick overview ignores the new turret that comes with the Ghost and might be good to fight TLT Y-Wings, damage mitigation through crew (R2-D2 says hello) and how easy you can outmanouver at least one TLT, reducing the damage to 6 per round.
