I would suggest: Scimitars w/ extra munitions, homing missiles & seismic charges. Its a decent bomber build that I've seen touted elsewhere, although the effectiveness of any bomber build will have its issues against certain lists (s-thread tracers in wave 8 might help with that...)
Alternatively, you can mix and match.
For example, 1 w/ extra munition, flechette torp & proton bomb = 25
Plus 1 w/ extra munition, ion pulse missile, flechette torp & ion bomb = 25
and the last two with extra munition, homing missiles & seismic charges = 25 x 2

You'll probably get more mileage out of Proximity Mines, Conner Nets, and Cluster Mines on low pilot skill Scimitars than you will with bombs that drop when dials are revealed. With the bombs that drop as actions you can set your dial to where you know higher PS pilots will be.

The reason you take seismics (or ion bombs) on 4 TIE bombers is for the big nuke. You can drop all 4 roughly where you expect the opponent to fly through. Works best against jousting lists, but can be made to work against others too. Against arc-dodgers, you can 'widen the net' by spreading your ships out a bit so they can't avoid all 4. Or if they happen to be flying through an asteroid area, you might be able to catch them with multiple seismics/ion bomb due to the limited movement options...
Practice on VASSAL and you'd be surprised how much area 4 seismics can cover.

That makes sense for cheap Bombs like the Seismic or Ion Bomb but the Proton Bomb seems a little spendy for that same tactic.

The idea was to keep as much stress tockens on targets as possible and drop a plenty of bombs, which ignore shields. And flechette torpedoes are effective even without direct hits.
I do not participate in any tournaments, so i think only about some fun during the fight. Bombers are great, because they are. And because of eve online stealth bombers)
Anyway, scimitars with conner nets and plasma's could be very interesting)
