Cloak and Inteligence agent

I am sure this has been asked before and it is probably straight forward but just wanted to be sure.

If I am cloaked and have an Intelligence agent within range I get to resolve what thing happens first so would get to check the movement dials before I decloaked?

The second thing I have a question about is during the combat phase can i measure all my ranges? (I know I can't during movement and I love it) My first few games we played you could not measure anything until you declared your intent even in the combat phase, but I have played with and seen people measure at this time so wanted to be sure I was initially wrong before i start measuring during that phase.

You get to resolve any abilities that happen at the start of the Activation phase, THEN decloaking.

You can only measure from the active ship. But you can measure to as many potential targets for that ship as you like, before declaring a target. You CANNOT measure for a whole bunch of ships before deciding which one to start with.

If someone wanted to, they could watch their opponent measure from each ship and simply deny their opponent attack opportunites with all but the last ship that was measured from, stating that he missed his attack windows by activating other ships.

You can catch people similarily when they get hasty and fire with a lower PS ship before their higher PS one.

I expected that sort of comment from PGS. The honest player would probably point out any errors, and attempt to correct them, not punish the other player for what may be an honest mistake.

Isn't there a paragraph in the FAQ somewhere stating that players are expected to play optimally, and that missed triggers can only be performed with the consent of your opponent?

If you've activated ship number one and measure out an attack, your window for attacking is right then. If you then measure a bunch of other ships you've missed your own attack steps on all but the last ship that was measured from.
