Need to spend either the dial or the token (or both, if you have a saved token). I assume you're asking for the purposes of cards like Engine Techs and Redemption?

Yea, you read my mind...engine techs! Wondering when engine techs would proc depending on how i use the navigate dial.
Immediately when you reveal a dial you have to decide if you will turn it into a token. This is not considered a resolution of the indicated command.
It is in the rulebook that abilities on upgrades that are tied to commands resolve when that command would resolve. Anything on an upgrade working off a Navigate command would occur in the execute maneuver phase.

Commands
A ship can resolve the effect of a command by spending a command dial or command token with the matching icon at the appropriate time .
The effect of the command is based on which component was spent:
• Navigate : Resolve during the “Determine Course” step of movement.
• Squadron : Resolve after revealing the ship’s command dial.
• Repair : Resolve after revealing the ship’s command dial.
• Concentrate Fire : Resolve during the “Resolve Attack Effects” step of an attack .
• A ship cannot resolve the same command more than once per round.
• A ship can spend both a command dial and a command token to combine their effects. Doing so counts as a single resolution of the command.
• A player can resolve numerous commands in the same round, such as by spending a Repair command token and a Squadron command token during the “Reveal Command Dial” step of activation, and then spending a Navigate command dial during the “Determine Course” step of movement.
And from Command Tokens
When a ship’s command dial is revealed, that dial can be spent to assign the corresponding command token to that ship. Command tokens can be spent at the appropriate time to resolve the lesser effect of that command.

Edited by DrasnightaRemember for Concentrate Fire tokens and dials, you are not allowed to wait and see, which is considered spending the same command twice in a single turn. You have to use both at the same time.

Be careful though, with Tractor Beams on the horizon and it having that "must" in there, your token might disappear on you.
