When a Soresu Defender/ Shii-Cho Knight character with the Soresu Technique uses the Sarlacc Sweep talent, can he use Intelect for the attack?

The talent chapter just says make a Lightsaber combat check, not a Lightsaber (Characteristic) check. So I'm guessing 'yes'.

Sarlacc Sweep is unique amongst the various Lightsaber Form talents in that it's the only one that doesn't specify an associated characteristic, likely due to Shii-Cho Knight lacking a "Shii-Cho Technique" talent that the other five LS Form specs each have.
If you want to add some pure beatstickiness to your PC, Shii-Cho Knight is a pretty solid option. Only downsides is no built-in means of dealing with ranged attacks and no Force Rating, which unless you've already blazed through Niman Disciple is something your PC is probably going to want.
I was toying with an idea of a Chiss Soresu Defender who dips a little bit into Shii-Cho. I even though of using the Shii-Cho/Protector combo to get a FR increase and Reflect.
I like your idea because although it is more expensive I can get more reflects...
Do we consider Shii-Cho to be a generic lightsaber form, or do we consider it to be the inherent Brawn-based form? Is Sarlacc Sweep a generic attack, like Sum Djem?
Each Career has a form based on a specific Attribute.
Lightsaber skill is Brawn-based by default.
Warrior's lightsaber form is Shii-Cho.
Would it be a horrible house rule to say Sarlacc Sweep check is Lightsaber (Brawn) instead of simply Lightsaber?

The answer to that first question is "yes."
To explain, Shii-Cho forms the fundamentals of lightsaber training that all Jedi apprentices receive, and during the height of the Jedi Order prior to the Clone Wars, many would-be Jedi never really moved past the fundamentals of Shii-Cho, and instead tended to focus on Niman as that produced a well-rounded Jedi Knight. Mechanically, this would be represented by a PC that has ranks in the Lightsaber skill, but that's all.
However, there were Jedi Knights and Masters who went beyond the basic fundamentals of Shii-Cho and honed it's seemingly simplistic maneuvers into a viable and very deadly combat form. Those are the folks that took Shii-Cho Knight as a specialization, and have moved past those fundamentals, in much the same way that a professional race car driver has moved past the basic fundamentals required to pass a driver's exam to earn your driving license.
