is there any way not to get hosed by rule by decree turn 1 if you have gold tooth mines in play?

Remember that "Golden Tooth Mines" (passive ability) works after "when revealed" effects.

To be absolutely clear, Rogue is (correctly) saying that you will always draw for Golden Tooth Mines after RBD is resolved.
