No, it means you get to do decide which weapon you want to attack with.

Secondary weapons can be used as your declared attack in the round, if their conditions are met (you're in the printed range, with any required tokens, having spent any required tokens, et c.)

Unlike primary weapons, they are not effected by range bonuses.

Note: EPIC ships, like the CR-90 and the Raider, get to equip secondary weapons into their Hardpoint slots.

These ships get to fire all weapons they have aboard, assuming they have the energy allocated to do so.
