I have a quick question about focus tokens. I know if a card has a focus token on it it can't make an action. But let's say for instance the attacking player's unit places a focus token on a defending unit. When it becomes the defending players turn, can that unit then attack? Hope that makes sense...

Short answer... NO.

Example... I am the attacker using original emperor and use my tactics icons to place a focus token on a defending unit in the current battle, that unit is now counted as exhausted for the battle. Hope this helps...
