Measuring rules at tournament level?

What are the exact rules, from the tournament rules and current FAQ?

When can you measure something?

I vaguely remember that you can only measure for something if you are called upon to do, just like in xwing.

You can use a single range ruler to measure at any time.

You can only use a single measurement tool at a time.

You can use the manuvering tool only in the "determine course" step and only on that ship that will be moving.

Remember that the range ruler is from the cardboard and the distance ruler is from the base.

Worth noting:

The Navigation command resolves during the "Determine Course" step.

Therefor, you can pre-measure *before* deciding to change speed or use a token.

I do see people declaring speed changes before measuring. It's casual, so no big deal, but I always wonder why they don't at least look at what no l the maneuvers look like first.
