Rulebook states that you cannot preform free actions while stressed, can Tycho still use it while stressed? Does his card wording allow him to prefrom free actions while stressed?

You may perform actions even while you have stress tokens.
Free actions are actions, so yes it does work for Tycho.
If the rules said you couldn't perform free floobledorps and EI gave you a free floobledorp, even Tycho couldn't do it. But, as above, it's actions not floobledorps, so Tycho can act away!

A free action is one that is normally performed outside the Perform Action step. Other than that, it's still an action in every other sense.
...but Tycho CAN foobledorp if he has the TSC turret equipped.

Looking at trying PTL and Daredevil. But needed to make sure Experimental Interface would still work with his stress rule
Push the Limit won't trigger Daredevil if that's what you were thinking. That's what EI is for. But the combination of A-wing Test Pilot, PtL, Daredevil and EI would make him a very slippery customer.
Daredevil can trigger PtL however subject to the once per turn limit of course. You can do:
Action from Bar - EI trigger Action-Daredevil - PtL triggered allowing action from Bar.
Action from Bar - PtL triggers second action from bar - EI triggers action from upgrade/Daredevil.

Even without EI, PTL Daredevil makes him slippery.
Just Daredevil first, then boost.
