Attack twice cards and Attack modifier cards

Ok, so there are now multiple cards that give you the chance to attack twice, and multiple cards that can add extra effects to each attack. There has now been a precedence set in the FAQ with Cluster Missiles + Munitions Failsafe, in that the entire attack must miss before Failsafe comes into play.

My question is, does this precedent apply to all of these types of modifiers?

TLT + Gunner - does gunner kick in if you miss either shot?

Fire Control System + Cluster Missiles - do you reestablish a target lock after the first volley?

TLT+Gunner: Yes, but making a gunner attack after the first attack will prevent you from making the second TLT attack. Given that most TLT ships have lackluster primaries, this is not recommended.

FCS+Cluster Missiles: Yes.

Generally they will but you need to play close attention to how they actually work.

Gunner will trigger if the first of multiple attacks misses but if used it then prevents any additional attacks from being made.

FCS is great with multiple attacks as it does indeed give you a new TL at the end of each individual attack.

^To be clear, you have the option of triggering Gunner if the first attack misses, though this negates the second TLT shot. You ALSO have the option of triggering Gunner if the second attack misses, meaning you could get a total of 3 attacks (two TLT shots and one primary gun).

Mentioned this in our conversation elsewhere, but Miranda is one of the very few examples where Gunner + TLT can be really effective. She can purposefully reduce her second attack to gain herself a shield and, usually, trigger a Gunner attack, which has the potential to do more damage than a single TLT shot.

FCS is amazing when paired with Corran Horn, because it can set up his Double Tap shot AND regain a new target lock for the following round.

I ran an effective Miranda & Corran list last Friday, though I DID find it hurt to have Corran taking some rounds off, and I believe I even used SLAM to get out of a tight spot with Miranda on one of Corran's off rounds... meaning my entire team couldn't shoot.

The rulings on how Munitions Failsafe and Darth Vader (crew) interact with multi-attack weapons are special cases that run contrary to established general rulings, I imagine due to reasons of intuitiveness or balance (or both).
