I was running a Fat Han with C-3PO and received a critical damage (structural damage) that reduced my agility to zero. Can I still use C-3PO once per round to declare zero and get an evade or do I have to actually be rolling a green die?

C3P0 requires that you be rolling dice.
Reducing agility to 0 is one of the classic methods of blocking the ability.
Notably, 3P0 doesn't actually care if you're defending, so long as something is calling for you to be rolling green dice. That means he can work with the Lando Crew, where guessing correctly will result in a +1 Evade token.
Worse odds than rolling 1 die for defense, but arguably a better effect.

Telling people to "re-read the card" is borderline obnoxious. Obviously they did, and there's something that didn't click with them, thus their question. Not everyone learns by reading. We don't know the learning style of each person posting on here. Nor the mother tongue of each poster.
I wasn't sure because the card does say when rolling but another player said he saw it done in previous tournaments and that 3PO could still be used. The idea being I'm still rolling dice there are just none of them.

You can't roll zero dice that's logically bankrupt.
If someone used creepio without rolling a dice they cheated.
It's that simple.
You can roll 0 dice. In fact if you are attacked and have 0 agility you are required to roll 0 dice.
C3po though specificly says "before you roll 1 or more" so 0 doesn't quilify.
And if you can push to range 3 you'll get he bonus die pushing you back up to 1 to allow you to guess for the droid.

I don't think it's being obnoxious by telling someone to simply read the card, especially when the answer to their question is plainly in the text. This game has so many cards involved with it, that my poor old memory can't keep pace with all of them, and I'm constantly referencing the cards (which is why I created the BIG Reference Card). There's absolutely nothing wrong with asking someone "What does the card say?", especially during a game.
If someone can remember the text on every single card in the game and recite it verbatim, then well done. But I know I can't, so the backup plan is read the card. Otherwise, errors will be made, interpretations will be incorrect and questions will need to be asked.
It's also the case that if someone's reading comprehension is so bad that they are unable to parse "when rolling one or more dice...." That asking for clarification on a text based message board us pointless. In many of these cases no answer given can be clearer than the actual text.
