So if I equip the title card and fire my primary weapon it says I get to immediately perform a turret attack. So my question is does this ignore the need for a focus to fire the blaster turret?

Nope. You still need to pay any costs associated with the attack.
Blaster Turret is really weak on an A4 for that reason. Basically means you have to have an unmodified primary attack with R4 or two unmodified attacks.
The aggromech could make it viable in theory but...

I'm not sure it's any weaker in combination with the BTL-A4 title than it is anywhere else. Which isn't to say it's actually good, of course, just that the title doesn't make it any worse.

If they changed the Blaster Turret to work like a Proton Rocket (need focus to fire but it isn't spent) I don't think I'd hate that. It would make the Moldy Crow title on a HWK even better but I don't think it would make the turret over powered.

It is even weaker, at least that is my gut feeling. The BT can be allright on Moldy Crow Recon Specialist, I wouldn't call it specificaly bad there. But then again - TLT is way better.
