I have a question on movement. If campaign rules or special actions say move up to X spaces, does difficult terrain count? For example, Gharkaan's Charge. It says move spaces up to your speed and attack. If you are going through water, do you take that into account, or is it just straight up 4 spaces? There are also several command cards that come into play for this. Move spaces vs. gain movement points.

When you gain movement points and then use them, those follow all the movement rules including difficult terrain and figures.

When you move X spaces, or count X spaces, or within X spaces, those ignore difficult terrain or figures.

Probably doesn't need to be said but move X spaces doesn't allow you to move through impassable terrain, just difficult terrain and figures.
