Was wondering what is the best Palpatine build. Lambda+Soontir+Whisper?

Soontir and Whisper fight about whether you want to have initiative. Whisper wants to shoot first, and Fel wants to move last.

On the one hand, that means you don't actually have a preference and can simply screw over your opponent.

On the other hand, it means your ships are never actually at full effectiveness vs a PS 9 opponent.

Vader + Fel works well.

35 pt Fel.

35-36 pt Vader (Lone Wolf, Title, Adv Targeting Computer, your choice of Stealth Device or Engine Upgrade).

29 pt Gloomshuttle.
