If the guy that shot me has a PS of 2 or lower, does that mean I can reroll a "blank" OR an "eye" result ?? or does that mean I can only reroll blanks results and no more the "eye" results ??

With the way that the card is worded you can always do to the first thing (reroll an eyeball). If the attacker is PS2 or lower you may choose to do the second thing (reroll a blank instead).
