He would count as a piece of immobile terrain. I think he may even be just part of the map tile...
I've been considering this a lot actually. He would probably be 2x2, or maybe even 2x3 spaces. Really slow, 2, maybe 3 spaces. Maybe even only 1. He could have a surge that sort of "pins down" the target, for lack of a better word (because he's bassically just flopping on top of them), and roll 2 reds for attack. Probably 2 blacks and an automatic plus 1 or 2 defense when he gets attacked?
What do you think are the possibilities of him boosting the quality of the other scum around him?

Now this I could actually see. Through threat or promises of fortunes- that is how Hutts operate. And I think he could use the same rule Imperial Officers use to take cover behind and of the bodyguards adjacent to him when someone tries to attack him. SO he'd be like a stinky onion you have to peel layer by layer...

Why wouldn't he use guns?
There should also be a special rule - if another figure chooses to move through spaces occupied by Jabba he alienates all his fans.
White die is typically reserved for "nimble" characters.

I was thinking about Jabba today and came up with some similar things.
I think he should be between 10-12 points.

Auto 1 block (thick skin)
Abilities:
Disposable Allies (I really like this idea but I was thinking something like any ally within 2 spaces may be the target of the attack instead and maybe a limit of 2 times per round)
Special Action - Repulsor Sled - perform a move action worth 6 points
Bo Shuda - Hunter units have +1 health and elites +2 as long as Jabba is alive
Special Action - Salacious B Crumb - Choose an enemy within 3 spaces of Jabba - roll a yellow die and they take damage and you may - ~ weaken. ~~ shuffle random opponent's command card back into their deck.
Command Cards:
I like the Spy Network as a command card - Look at opponent's hand and choose one card to discard

"Han, ma bookie" - In the movie he says "Han, my boy, you disappoint me" and then gives Han another chance but with a price attached so...
Play this card after a friendly unit dies. Instead of dying, place the unit adjacent to Jabba and heal 3 damage.

So Jabba is able to move, but only once. And his attack is Salacious B. Crumb. He buffs your hunters and is difficult to take down if you play somewhat defensively with a unit or two. He has two (maybe more) named "jabba" command cards - the more could allow you to customize your version of Jabba. So the idea is to make him a customizable support platform for scum. And I'd probably lean towards 10 cost and maybe even less health with his ability. I think that'd need playtesting.

Some ideas these generate is potentially buffing characters with the Hunter type, or buffing non-unique characters, which I wouldn't like as much. Generating an incentive to use unique units would be nice.
in the lore hutts are notorious for having thick skin and not taking much damage, so having no defense dice, but a built in of block 2 could be plausible.
I don't think Jabba should roll a white die because what are the odds he can move fast enough to dodge anything? Two blacks is more realistic as he is a big target but should take a lot to take down (unless you've got a chain!!). I like the ability to use those around him as a meat shield, that seems realistic. I also think it is a great idea for him to 'inspire' those around him, but they should take damage as well for their added damage as they would be scared more than inspired, hence throwing themselves into the fray without caution. Or maybe the damage is Jabba hitting them himself for not doing enough attack damage!
Also making him the Scum's support character is a great idea, but the scum need that now not 2 expansions from now!
