When the overlord plays a rumor quest card, at that moment, does he automatically replace any other rumor quest cards from the same expansion? (i.e. Those cards that say to replace them if another rumor from the same expansion is in play).

Does this mean the overlord will always be able to play three rumors in Act I?

When you play a rumor quest card to make it an available quest, you also discard any rumor quest cards that say specifically to do so if you have played that specific card, and draw replacement cards. This will mean that the OL will always have at least 3 potentially playable rumor cards during a campaign, but they will not necessarily be quest cards (you might discard a quest card and draw the card that affects the shop step, for example.)
