Latts Razzi states, "when a friendly ship declares an attack". Since the target of a TLT is only declared once and that target suffers two rolls, I'm assuming that Latt's ability affects both TLT rolls, and not just one. Is this correct?

It's a little murky, because it's not clear what "declares an attack" means.
What we know for sure is that the second attack for Cluster Missiles and TLT skips the "Declare Target" step. If "declares an attack" means "declares the target of an attack", then Latts Razzi's ability can only be used on the first of two attacks. If it instead means "indicates that the active ship is performing an attack", then Latts' ability would be triggered multiple times per round, but would still only apply to one roll per trigger.
Functionally, however, those two outcomes are similar: under either assumption about what "declares an attack" means, Latts' ability won't work to reduce both defense rolls against TLT.
