If it is the Emperor's Shuttle, that it equips the Emperor crew upgrade should be mandatory. So the Emperor can travel in any shuttle, but only the Emperor travels in his shuttle.
Should be, but no other ships really have that requirement.
After all, you can fly ST-321 without putting Vader on it.
Also, Palpatine was known to use decoy shuttles. So if he's not on it, you could always assume it's one of those.

Well, your last line totally convinces me that you are right.
However there is a precedent of a title requiring you to equip another upgrade: the Mist Hunter.
Large ship decloak is easy, it is double the range of large ship barrell roll so you just youse the 1 measuring template like you do on a small ship and whola!

Holy hell, decloak on a large ship... that would be insane re-positioning! I would personally make it a pilot card (is there a canonical pilot for the Emperor's shuttle? Did a quick search, nothing came up.) with PS9, and make the decloak its pilot ability. I would also limit the decloak barrel roll to the width of the 1 speed forward movement template, like Dash, but would allow it to barrel roll from all four sides of the base, keeping its facing/orientation. And yeah, Emperor would be a mandatory crew. Just my two credits.

I assume if they made a Title like this it would have to come in some kind of Lambda Ace pack, so one assumes new pilots, so one would hope at least one with an EPT.

Tydirium (1 point) - Must be PS 4 or higher to equip, your modification bar gains the EPT slot.
The Emperor's Shadow (4 points) - Must be PS 4 or higher to equip. Your action bar gains the cloak action.
These would buff only the named pilots because the generics are already cost-effective as is.
Pilot Abilities/Talents are there to represent the special skills of the pilot, not the ship. Titles, Mods, Sensors etc are there for representing the capabilities of individual ships. Having a Pilot Ability that allowed a ship to cloak when it previously couldn't makes no sense.
A Large ship decloaking should probably use the 1 straight maneuver template, just like the pre-nerf Barrel Roll. a 2 move would be pretty broken with that base size, and a current Barrel Roll wouldn't be worth the points on a shuttles dial, unless the upgrade was about 5pts, at which case you would instantly have the next broken tourney list - 3/4 cloaked shuttles. Dodges like a TIE, 10HP, 3 Dice main gun and sensor + crew slots for 25-28pts? Yes please. Although I guess you could make it a unique upgrade to prevent that.
It would be nice to see them viable again though, and also a new round of pilot cards with EPTs...

It would absolutely be a unique upgrade.
There are a few things about such a title that warrant it around 4-5 points and skill level restricted.
Cloak. Focus every turn. Dare the opposition to shoot at your 3-6 green shuttle with focus and one automatic success via Palpy. Burn down everything else first? Good luck with the Palp assists. Actually makes a pretty scary endgame piece too.

Although, once you factor in the cost of the Title, you probably won't be able to afford 2 fully loaded aces anymore like you can currently with OGP+Palp.
I would require Palpy crew and make it 3pts. 32min for a ship that can't attack for most of the game is ok in my book. At PS 2 it's going to take some heat. No other crew shenanagins and no room for other upgrades if you're double aceing.
Put sensor jammer and SPA on a basic phantom and you're at 4 reds with a better dial and only 1 more agility. Pretty fair comparison for similar points.

So I made up this upgrade card to represent an alternate configuration with more passenger space and less military hardware.

I don't really put costs on things. I don't really like to try and judge things like that without having done any playtesting.
That said, since it's adding two slots and taking two slots, I don't think it would be unreasonable if it cost nothing, just like Bomb Loadout.
