I think the Real Benefit would come with Outfitting the Shuttle with things that would help its allies without needing to engage... Give it Enhanced Scopes, so it cant get blocked. Keep it cloaked...

Give it APL or Ion Projector to taste..

For decloaking, I think the pre-Outrider barrel roll makes the most sense. You get a lot of forward movement, but that matches the decloaking fluff. Plus, the shuttle doesn't have the dial to really capitalize on it. This could make the named pilots a lot more viable.

If it is the Emperor's Shuttle, that it equips the Emperor crew upgrade should be mandatory. So the Emperor can travel in any shuttle, but only the Emperor travels in his shuttle.

But that's the thing, the cloaking device's repositioning has nothing to do with agility.

The reposition from the cloaking device represents you not being sure where a ship is exactly because your sensors can't detect it. You THINK it's over here, but when it decloaks, it was actually 2 spaces that way.

So there's no reason the slowness of the shuttle should make it not work as well.

Well, if we're talking about the displacement effect of the Cloaking Device, then actually it makes sense that smaller ships would see more of a displacement benefit, as they are generally faster, more manueverable and have a smaller physical footprint. Using the 1-straight instead of 2-straights in this instance makes sense, especially when you factor in the size of the bases (which as we know makes a considerable difference).

Also, Palpatine was known to use decoy shuttles. So if he's not on it, you could always assume it's one of those.
