In Balance of the Force you may include an additional 3 points worth of command cards so can a player pick cards with a value of 0 ? An if they can what is stopping them from building a Command deck with every card with a value of zero, than applying the three value.

Example: I pick 15 CC with a value of 13 points. Now I have Balance of the force and I pick every card with a value of 0 that I can play lets say 5 more cards. Then I get three more cards with a total value of 3. So my final count would be 23 CC with a value of 16 points.

Can a player do that ?

It doesn't allow you to have more than 15 command cards. Balance of the Force only overrides the 15 point limit, not the 15 total cards.
