What about a thematic fix? Give the Defender a Modification like this...

Ion charger. Defender only. Modification. Equip one Ion Cannon without paying its upgrade cost. 0 points. Must be PS 4 or higher.

Gives it some options without getting too fancy. Basically a free ion cannon upgrade at the cost of your mod slot. Also seems the most likely since Defenders don't get a title.
