They're just mad that the 2.0 meta has already been solved so they've greenlit 3.0.
"In Development" for a released product means that it is awaiting it's turn at the printers for a reprint.
This is because 2.0 has been so popular that it is almost completely sold out already.
No, actually, "Awaiting reprint" for a released product means that it's awaiting it's turn at the printers for a reprint... I've not seen a product go 'back' to "In development".
Edited by -IstarilI've only seen awaiting reprint on sets that are awaiting errata to be finalised.
While not specified as part of their product lifecycle, it could possibly also represent a state of being sold out, not considered out of print, but without a definite plan or schedule for reprinting.
