I only know of the Noghri from the Zhans' novels.. So perhaps i am missing something.
How about forcing extra Obligation on a Noghri player? I mean.. There hasnt been a single Noghri character that hasnt an ironbound obligation to something. Be it the Empire, their Clan, Lady Vader, Son of Vader, or negative-Empire.
How about.. Any Noghri character must take an additional 10-15 obligation points that is taking any form outside of the criminal underworld. Even a Noghri who turned his back on his People's ties still face their incessant pursuits; the life of a Noghri Outcast is a tenuous one.
Seeing the nature of Noghri's race-based obligation, it does not count in favor of the group's pooled obligation when determining their reach within the criminal underworld. A Noghri being indebted to the Empire wont make a Hutt Crime Lord likely to trust you more.
This obligation is still present even if the group is not playing a game of Edge of the Empire.
If you play a variant of Age of Rebellion serving the Empire, the Obligation does not grant any bonus Duty. A Noghri's sense of obligation toward their benefactors does not reflect as any form of social status.
The only think I would add is the Noghri should have a rank in unarmed or melee. Blades are a big thing for them, killed Thrawn with one, annihilated Vaders landing force, held of the Vong, fought wookies etc. I mean the EU would describe them as being adept with any weapon but the blade is certainly most represented.
So something like..

HT 10+B, ST 10+B

Get a Free rank in Stalker and Frenzied attack.
Might use some tweaking, but I think that hits the stereotype in a flexible but controlled way...
I like this suggestion. I think the stalker and frenzied are better than granting skill ranks and provide flexibility within the fluff of the race.

Also stacks well with Specs like Infiltrator and Assassin... so the stereotypical Specs for Noghri...
