Pilot Skill Question

Hands down X-Wing is the best table top game I have ever played, that being said there are a few things I don't like. Mostly due to misunderstanding on my part and none of them are serious problems.

The question I am hoping to get answered is this:

Why are the generic pilot skills 1&3 for the Empire and Scum but the Rebels get 2&4(most of the time)? I'm just looking for a logical explaination.

I had a theory that it was because the empire gets first dibs on iniative but when scum was released it kinda shot that down. To me it seems like the empire would have bettet trained generics since they are an official military.

Mainly to keep it simple in the core set, I think. The first expansions gave the Empire pilots at 2 and 4.

The Empire is willing to run someone through a very basic program before tossing them in a TIE and throwing 72 of them at someone. Many of their newer pilots either die soon or have only ever fought in battles where they had such an overwhelming advantage that they didn't really learn anything. Rebels don't have that luxury, so they train harder. Being the underdog also means that they learn quickly or die, so every battle provides at least a bit of education for Rebel pilots when they're new.
