I think using Echo as a support ship is a terrible waste of his/her talents. Also, given the decloak distance, it will be impossible to stay at range1 of Rexler for more than one round. Also, since Rexler already has TIE Mk2, why bother with wingman on Echo?
With only 36 pts available for your phantom, I think you would be better served with a generic:
Shadow w/ Sensor Jammer, Advanced Cloak & Intel agent = 36
or
Shadow w/ FCS, Advanced Cloak & Recon Spec = 36

Wingman isn't all that useful here since Rexler can shed stress so easily with mk2 engines. It will also restrict Echo's movement somewhat which isn't ideal. FCS will give you much better value and action efficiency I think.
Edit: you could also downgrade Backstabber to a regular Academy and fit in VI and Rebel Captive on Echo as well.

I fly these three ships fairly regularly...my build that I like is
Vessery: HLC/TIE mk. 2/VI
Echo: VI/FCS/ACD/RecSpec
Backstabber
Good synergy between Echo and Vessery. Echo is probably the "must kill" ship.
I would consider switching Backstabber out for Winged Gundark in my build, as I think about it. He may get ignored enough to get into R1 and dish a few hard hits.
If I ever get a Phantom, I'm going to try:

Whisper, VI, Gunner, FCS, ACD = 44

It gives you a PS9 with a good bid, two huge firepower sources, and two really tough ships if used right. Echo would be great in here too, of course, but Whisper is more brute force simple, so it seems like a better match for the Defender. Either way, it feels like points spent on a lone TIE would be way more useful beefing up the main ships, but I have no real experience with a Phantom list. If you're set on a third ship. Backstabber is definitely the one to choose. The other ships will be such big targets, and Backstabber will either draw fire, prolonging their lives, or punch way above his 16 point weight class for a good portion of the game.

I think relative to Soontir, who has AT and more tokens for defense, an FCS Whisper seems much more susceptible to TLT spam. 4 green dice isn't the problem, I think it's the lack of modifiers against so many rounds of TLT fire.
With that said, you make a good point that FCS Whisper can afford to Evade, and you have a very good chance of earning a Focus for defense when shooting Y-wings. In terms of durability, that closes the gap a bit - but I think SJ is the only thing that competes with AT.

Zerotc sums up my thoughts on it, but I have to admit I haven't actually used a phantom vs twin laser turrets yet. Just a feeling that it might not be enough. Then again, if Brath and Whisper can stay precisely at range 3 of only some of the y-wings for 2 turns in a row, FCS might be better because PS killing 1 y-wing after it gets one shot off is a distinct possibility (wishful thinking?).

I just started playing around with Whisper again since the nerf and am trying to not forget to decloak atthe beginning of the activation phase lol. I have been running him with Vader and Colzet to great success. I think I am going to try the above build with Whisper and Brath. It looks super fun.

Remembering the new cloak rule can be a right pain
But flipping 4 hits into crits is very hurty
