It's basically a Jendon TIE. I'd make it a title card for the TIE fighter that reduces its firepower by 1 but gives it Jendon's ability. Not sure if I'd give it the Target Lock action or the FCS effect for target locking.

I like the idea of a title, as I don't think a new mini is needed. How about this:
After taking an action, you may then perform a free Target Lock action. At the beginning of the combat phase, all friendly ships within Range 1 may take a free Target Lock action on the ship targeted by this ship.
How would it look in XWing?
Like the world's cheapest System slot carrier.
Personally, I prefer the TIE Vanguard as it's pretty much the same thing, only slightly more distinctive looking.

And now for my smart post. I think a cool idea would be to allow all friendly ships that are within range 1-2 of the Tie to TL using the Tie as if it was them. That could work.
