Anyone knows if there is an official rule book for the new Tyranids expansion that I could download?

I tried to look but couldn't find any.

There is a rules insert, but not a book per se.

The question is "Is there a place I can download the extra rules for Tyranids?" and the answer is "Unfortunately, there isn't."
