Title says it all. If a store was to hold a late summer tourny are the sullest ships legal?

No. They have not been released.
Well, yes and no. They are not legal in tourney UNTIL they have been released, which should be in a couple weeks. Obviously they are "legal" in a non official tourney if the private TO allows it. But once the set is out they are as legal as any other Wave 2 ship.
I think it may be nice, but like chewing gum in school, expect to be asked "Have you one for everyone?"

Page 6, Tournament Rules, "Legal Products"
In North America, products are legal upon their release.
Players outside North America should check with their TO to determine which products are tournament legal.

I agree with the sentiment in this thread. Since the new ships are not yet available for purchase by all players, it would be unfair to allow them in tournament competition. I would assume that a new update to the tournament rules will be released about the time wave 2 becomes officially available. Then they will become legal. For now the tournament rules stipulate 300-point fleets using Core and Wave 1 release items.
I see nothing wrong with casual games using your prizes though. No one should deny you that fun.
