1. Yes, so long as it is a maneuver available on its dial.

2. No. Palpatine is still modifying dice so must be done during the appropriate window for attack and defense dice.

3. Added dice results can be modified and re-rolled.

Not really. It's in the latest rulebook, and the FAQ entry is way older by comparison.
