Am i able to use whirlwind twice in a turn. The card does not say to exhaust it so I would beleive i could use both my actions to do the whirlwind attack.

Yes, you could. Heroes have no limitation on repeting any kind of action during their turns. Unless, of course, you have to exhaust some card, as you already stated. Or specifically written.
