There are several Events happing around the Portland Or. area. My question is... If I play at one event and win a prize, can I then use that prize in my fleet at another Massing at Sullist Event?

The rules for the final round allows you to use any model you own so I would rule that you could use models from another tournament.
Any legal model that you own. As per the tournament rules models are legal upon release. These models are not released yet ergo they cannot be used.
In North America, products are legal upon their release. Players outside North America should check with their TO to determine which products are tournament legal.
Both players will set aside the fleets that they played throughout the Swiss rounds and will build new, 400-point fleets that utilize the Wave II starships and squadrons. One player will construct an Imperial fleet that includes the Imperial-class Star Destroyer and Raider-class corvette, as well as at least one of the Imperial squadrons from the Rogues and Villains Squadron Pack. The other player will construct a Rebel fleet that includes the MC80 star cruiser and MC30c frigate, as well as one or more of the Rebel squadrons from the Rogues and Villains Squadron Pack. Both players will then be able to complete their 400-point fleets by adding starships, squadrons, upgrades, and objectives drawn from their existing collections, plus those from the Wave II expansions under their command.
There is no stipulations for the final round since there are no tournament rules for that portion of the event. It is an exhibition match for all intensive purposes.
Are you pulling that statement from an insert that has come in the event kit or are you pulling it from the FFG announcement of the event?
I believe it is from the later, in which case I should remind you that event announcements in no way are valid source of any rules. And secondly in that event announcement that very statement is preceeded by one in which it is stated that all Armada tournament rules are in effect. This would include the section on legal components which would not include unreleased models outside of what the event is going to specifically entail.

We already have provided the information however. They are not legal yet, you cannot use them this weekend anymore than you can next weekend in an official tournament.

People have already contributed the requisite information.
Wave 2 is not released, per the event rules it is not event legal. That the event specifically details exceptions to that does in no way entail that the entire rule is somehow voided.
Are other fleet building rules also ignorable because the event has some specific exceptions to them? Of course not, just as beyond the specific mandate to use all 3 expansions there is no grounds to assume that anything else in regards to fleet construction is ignorable.

You may find that following the letter of ANY rule to the exclusion of the spirit just to assert an advantage over your opponent is neither a good way to make friends or keep local players.
It's quite clear that the models they intend for us to use in the final round are the models provided in the kit.

This isn't even Armada specific, this is Game Rules 101. Specific exceptions to rules (in this case that you must use 3 unreleased expansions) in no way exceed the scope of the specific exception (in this case that you have to use 3 unreleased expansions in no way means that other unreleased expansions would be legal).
So unless the kit rules also provide a general exception for unreleased expansions, there is no way they are legal to include in addition to the kit expansions. A exception to the normal rules in no way invalidates the rule as a whole, as Lyraeus is suggesting.
