Rampage

Is it legal to use rampage in the following way:

Move / move / attack

Move / attack / attack

Move / special action / attack

When I think of rampage, I think of two attacks. Two attacks must be performed out of the three actions or I'm I missing something.

I don't recall the wording on Rampage, but if it's similar to dash, except it gives you an attack action, the same rule applies.

The monster has his two regular actions that he can use as he sees fit, and a third action that can only be used to make an attack.

Yes- if you mean "Frenzy," the action granted has to be a "normal" attack, not a monster action containing an attack. So, in the case of an Elemental, for example, your above lists are valid:

move, attack, move

move, attack, attack

move, attack, Fire

What would NOT be valid are things like:

move, Water, Fire

move, move, Fire

There is a monster action "Rampage" on Bol'goreth, but it seems to have no relation to the question he is asking. "Rampage is explicitly a move action followed by a specially targeted attack. It has nothing to do with "three actions."
