Emperor Palpatine Pack or Expansion?

I wonder what it would be like to have Emperor Palpatine in the game. I know that he very rarely leaves Coruscant, but the entire concept could be an expansion. I mean they have powerful characters like Darth Vader in the game so it's not completely absurd.

Emperor Palpatine (Deceitful Dark Lord)

Deployment Cost: 30 (This ensures he can only be really useful in a late campaign game)

Force User - Leader

Health: 15 (He's powerful but very old)

Speed: 2

Defense: 1 Black, 1 White

Attack: -

Two Specials: Force Lightning- Roll Two Red and Two Blue Die. This attack gains Pierce 2

Surges: Cleave 2, Recover 3 Damage, Weaken, Stun ( He can use surges because of his special

Is this two overpowered and what can be done to change it?

I think you focus too much on his attacking. His power in the films was more about strategy and manipulation than fighting, I'd like to see him focused on those strengths. Something like a Super Officer, who's also a Force User (no lightsaber though, that's a Jedi's weapon). Perhaps as well or instead of buffing his troops, he could also hex the opponent's: the ability to give a move order to an opponent perhaps, or cancel an opponents activation (that would be very powerful, maybe it would have to be a command card (Battle Medittation?)). Basically, an awesome, aggressive support type, not a lowly brawler.

I don't think he should be much, if any, more expensive than Vader, fluff wise. Again, his strength was in manipulation, not raw power (indeed he predicts in the prequels* that Vader will be more powerful than him or Yoda), and indeed he was defeated by Vader when Vader was unarmed and one handed, albeit he was taken by surprise.

*although I prefer to ignore the prequels when discussing Palpatine and Yoda, as I hate the idea of either of them using a lightsaber.

For the purposes of skirmish, I can't imagine him being more than 20-22 points.

Hatting is correct. Plus in Skirmish your cap is 40 (at the moment at least), so that's not a lot to build a team out of.

I would probably cost him similar to Vader, but make him less of an attacking piece (force lightning still a must), but hard to kill with some nasty buffs.

But he's super easy to kill! Maybe give him hardly any health, but he can only be injured by melee attacks and the figure that kills him also dies?

That dude had lived a pretty long time before Vader put him down. I don't think "super easy to kill" fits the bill.

Good point. He could also be impervious to Force powers!

He actually had two lightsabers. (Link to the fight scene. One of the best.)

No, but I'd like to.

I think the two Palpatine lightsaber scenes and the Yoda vs Dooku scene were dreadful.

Two reasons:

1) They weren't convincing fights. They just looked like choreographed, or CG, cartoony rubbish, they didn't have a real feeling of fighting to the death like Luke vs Vader did.

2) I liked the idea of Palpatine thinking lightsaber combat was primitive and beneath him, that's the impression I got from the way he viewed Luke's lightsaber in Jedi. His power was manipulating people and the force, he didn't need a sword. Vader had one because he used to be a Jedi. I also like the idea that some Jedi never used lightsabers, also trusting to wisdom and the force, rather than combat, eg Yoda.

So yeah, I'd rather the canon had no references to Palpatine or Yoda using lightsabers. It's dissapointing.

So far... I haven't seen a lot of prequel making it into much of Fantasy Flight's games. I see more EU than Prequels. With that in mind, here's my take on the big man.

I like this, but it seems silly duplicating a command card (lightning) in a model's unique ability. How about once oer turn you may go through your command cards, including discarded ones, and select one card that's restricted to force users and add it to your hand?

This is true. How about something like:

Fear of the Dark Side: Choose any figure not a Droid or a Vehicle within 5 spaces. You may perform a Move action with that figure with +2 Movement Points.

Watch S4:E7 - S4:E10. If those episodes don't blow you away then I'm not sure if there's any hope for you lol.
